QEI-1 is the designation by the American Society of Mechanical Engineers (ASME) that an individual has met the stringent qualifications to provide a certified inspection of specific types of passenger conveyances such as Elevator Inspections, Escalator Inspections, Platform (wheelchair) Lift Inspections, and Chair Lift Inspections..
For a conveyance to be considered "certified" depends on the municipality where the inspection is completed. In all cases a person holding a current QEI Elevator Inspector's certification is nationally recognized to provide inspections, however, that individual may be required by State or Local authority to also hold a specific license to conduct inspections in that municipality. In some cases only employees of a municipality may be permitted to inspect conveyances. To provide a "certified" inspection generally means that the inspection meets the ASME definition that the inspector is required to be "employed by" or "authorized" by the Authority Having Jurisdiction. If you are not sure who is permitted to provided certified inspections in your area you can contact your local building codes office or call us and we may be able to help.
First the inspector must meet the qualification of QEI-1 unless specifically exempted by State or Local law. A call to your local code enforcement agency (building department or fire marshall) should be able to help you.
Second, the certified QEI Elevator inspector should be required to present proof of their current certification. Additionally proof of adequate insurance meeting the requirements of local or State laws should always be required. It is recommended that the inspector always be required to show proof of both Liabilty and Errors and Omission Insurance.
Third, a QEI-1 certified inspector is not permitted to perform inspections on conveyances for which they have a clear financial interest. It is considered unethical for any QEI-1 certified inspector to perform an inspection on a conveyance for which the they have an financial interest in the results of the inspection. In all cases, before agreeing to allow an QEI inspector to perform any inspections it should be completely understood that they are acting independently and acting on behalf of the Authority Having Jurisdiction only, and for the benefit of the Owner and the riding public.
All CNYEI inspectors carry current QEI Certifications issued through an ASME certified organization (see above). CNYEI inspectors carry both general liability and errors and omissions insurance. CNYEI inspectors are licensed in many municipalities and approved by many State and Federal agencies. CNYEI never offers certified inspections unless approved by the local jurisdiction. CNYEI is always independent.
